to co-operate with us in all our work of re-organisation and in preventing the calamity of war from spreading. But you have helped the rebel Wu, and mobilized the troops under your command in Kiangsi, An-hui, Fukien and Chiukiang at the frontiers of Hu-nan and Kwong Tung in order to launch an attack on me. I can publish for the information of my fellow-countrymen the mobilization order you issued on the 30th and your plot against Hu-nan and Kwong Tung. Your intention to do harm to Hu-nan and Kwong Tung is very marked, but so far from admitting this you have charged our troops in your telegram with violating your frontiers and invading the west of Kiangai. In so doing you deceive yourself as well as your fello-countrymen. Some time ago you sent Tong Fuk Shan and Tse Man Ping to disturb my sphere of influence the south of Hu-nan, and yet you say that

your troops have never gone beyond your own territory.

In order to lengthen the existence of northern militaria,

you have not hesitated to stir up a war between the North

and South, and yet you have charged me with forcibly

splitting up the North and South. It is common knowledge that I recognise no territorial division of North and South but I do istinguish between different theories of government. For instance, the troops of Fung (Yuk Tseung) and Fan (Chung Sau) are all Northerners and stout fellows, and as they sympathize with our revolutionary objects, we have never failed to treat them as our comrades, and
